Can a JCB card from Taiwan top up a Suica?
A JCB issued in Taiwan usually works when you add money to a Suica. Here is what is behind that, how to give yourself a second option before you fly, and the fallback that works no matter what your bank does.
What travellers report
Travellers consistently report that this network funds a Suica top-up through Apple Pay, Google Wallet and the JR East apps. Treat it as the card to reach for first, and still carry banknotes.
Where the refusal comes from
A refused Suica top-up almost never reaches your issuer, which is why it leaves no trace on your statement — not even a pending authorisation. That also means calling your bank rarely helps. The exception is when other Japanese payments are failing too, which points at a genuine travel block on the account.
What to do instead
Nothing special — add the card to Apple Pay or Google Wallet and top up as normal. Still keep 5,000 yen in banknotes, because a refused card at a gate is a much worse problem than a heavy wallet.
The app you use matters too
The same card can behave differently in Apple Wallet, in Google Wallet and in JR East’s Welcome Suica Mobile app. Welcome Suica Mobile is built around foreign cards and is worth trying on an iPhone XR or later running iOS 17.2 or higher if the ordinary Wallet flow refuses you.

My JCB was declined. Should I call the bank?
Usually not. The refusal happens before the transaction reaches your issuer, so there is nothing on their side to release. Call only if your card is also failing at shops and restaurants in Japan.
Can I use my JCB to tap through the gate directly instead?
Some Japanese operators have begun accepting contactless bank cards at the gate, but coverage is patchy and the major Tokyo networks still expect an IC card. Do not plan a trip around it — load a Suica.
Is there a fee for topping up with a JCB?
JR East does not charge one. Your own issuer may treat the top-up as a foreign transaction and apply its usual currency-conversion fee, which is a reason to top up in larger amounts if the card works at all.
