Can a Discover card from the United States top up a Suica?
A Discover issued in the United States is not confirmed when you add money to a Suica. Here is what is behind that, how to give yourself a second option before you fly, and the fallback that works no matter what your bank does.

Where the refusal comes from
A refused Suica top-up almost never reaches your issuer, which is why it leaves no trace on your statement — not even a pending authorisation. That also means calling your bank rarely helps. The exception is when other Japanese payments are failing too, which points at a genuine travel block on the account.
What to do instead
Add a Mastercard, American Express, JCB card issued in the United States to your wallet app and retry, or skip cards entirely: any station ticket machine and any convenience-store register will top up a Suica in cash, including a Suica held inside a phone.
The app you use matters too
The same card can behave differently in Apple Wallet, in Google Wallet and in JR East’s Welcome Suica Mobile app. Welcome Suica Mobile is built around foreign cards and is worth trying on an iPhone XR or later running iOS 17.2 or higher if the ordinary Wallet flow refuses you.

Will my Discover from the United States work for a Suica top-up?
It is not confirmed. Neither JR East nor the card networks publish a definitive list, so this is a pattern drawn from traveller reports rather than a rule you can rely on. Set the card up before you fly so you find out at home, not at a gate.
My Discover was declined. Should I call the bank?
Usually not. The refusal happens before the transaction reaches your issuer, so there is nothing on their side to release. Call only if your card is also failing at shops and restaurants in Japan.
Can I use my Discover to tap through the gate directly instead?
Some Japanese operators have begun accepting contactless bank cards at the gate, but coverage is patchy and the major Tokyo networks still expect an IC card. Do not plan a trip around it — load a Suica.
Is there a fee for topping up with a Discover?
JR East does not charge one. Your own issuer may treat the top-up as a foreign transaction and apply its usual currency-conversion fee, which is a reason to top up in larger amounts if the card works at all.
